O'Keeffe, a trainee doctor, relocated to Wellington from Dunedin at the start of 2012 and went on to officiate the 2012 Jubilee Cup Final between Marist St. Pat's and Oriental Rongotai, before going on to win the Wellington Rugby Football Union's 2012 Referee of the Year award. ?
He was sidelined for the first half of 2013 after having knee/ACL surgery after injuring it playing touch rugby, but returned to feature in the representative season from August onwards.
In 2014 he was selected to referee at the Junior (U20) Rugby World Cup, and controlled the final between England and South Africa. He then later took charge of the Jubilee Cup final between Hutt Old Boys Marist and Wainuiomata.
He grew up in Blenheim and played second five-centre for most of his college playing career and played U18s for Marlborough. After a year off playing his enthusiasm for playing waned but he still wanted to be involved so he followed in the footsteps of his refereeing father and took up the whistle. He took to it quickly and spent the next few seasons refereeing Senior and Premier club rugby in Dunedin
